Site Development

Site and land development

Site development is the common thread of Mr. Parnell’s civil work: more than forty substation sites for the City of Austin Electric Utility Department; a number of land-development projects at Paton/Zucchino & Associates, the Raleigh land-planning firm, spanning subdivision design, terrain mapping, wetland location, and site layout, and including the Weyerhaeuser timberland subdivision in Eden; the Brier Creek master-planned development for Greenhorne & O’Mara; two stormwater-pond site developments in Titusville, Florida; commercial building sites at HagerSmith Design; and the tower compounds and outparcel work at KCI Technologies. Each carried the sequence of civil tasks that turns a parcel into a usable site — survey and base mapping, layout, grading, drainage, utilities, access, and the erosion and sediment control that construction requires — as recorded in detail under Earthwork & Site Work and Water Resources.

Utilities

Utility corridors and site utilities

Civil utility work included the Town of Clayton water and wastewater corridor layouts at Hobbs, Upchurch & Associates, the sanitary force-main corridor design for Amy Ratliff, PE, and the site utilities of every substation, subdivision, and commercial site above — water, sewer, storm drainage, and the underground electrical and communications routing that civil plans must locate and protect. Routing utilities through rights-of-way and easements, setting profiles and crossings, and coordinating with the roadway and drainage work sharing the corridor are recorded under Water Resources and Transportation.

Permitting and Approvals

Regulatory review and public approval

Civil work reaches construction only through review. Mr. Parnell’s projects carried permitting support for subdivisions and site development, stormwater approvals under Florida rules for the Titusville sites, which he presented before the Titusville City Council, wetland and watershed delineation that governed permitting on the Pope Air Force Base and Austin projects, and the environmental review work recorded under Environmental. His State of Florida Stormwater Systems and Site Inspector certification supports the stormwater side of this work.

Documents and Records

Construction documents, specifications, and as-builts

Across the civil work Mr. Parnell prepared and reviewed the documents that carry design into construction and record what was built: plan and profile sheets, cross sections, details, quantities, specification sections, engineering notes, and construction records, together with the as-built record development that ran through his CAD practice for utility, industrial, and facility clients. Coordination

Civil work in service of structures and systems

Most of the civil work on this site was performed in support of something else: a substation yard for electrical equipment, a roadway for a bridge or a reservoir, a graded pad for a tower, a corridor for a trail or a pipeline. The general civil skill exercised across it is coordination — fitting grading, drainage, access, and utilities to the structure, equipment, or system they serve, and adjusting each when the other demands it.
